I'nm trying to install backlevel rrdtool but get a missing freetype2.pc [1]

I've found I have
# locate freetype2.pc
/usr/lib/pkgconfig/freetype2.pc

how do I 'set the PKG_CONFIG_PATH variable to point to its location' ?
is that on a  './configure' line, or, does it get set in some file ?
