My Bad not thinking that problem may be with Flash.
Have just found a post on a Forum that recommended installing
libflashsupport deb for Flash 9.
Installed, and so far everything is working fine.

in general
/etc/init.d/alsa[-utils] restart
where [-utils] varies. this will work for debian.
however if flash is locking your sound, something is wrong and its not
closing properly. use tools like lsof to find out whats holding up the
show.
ie
lsof /dev
