I think the point was that the DET will allow students to keep the laptops BUT not the OS on leaving school as the windows licence belongs to the Department not the individual student. By removing the licensed copy of windows from the laptop of a student who leaves school they have that licence to issue to another student. This means that at that point the student who leaves school will have to install a new OS - either their own copy of windows or something else - and as Linux is free and easy to use this might be a useful replacement at that time. No one is suggesting that anything be done whilst the student is still in school as the systems remain the property of the DET at that time.
