In general, it can be assumed to be true, but the Linux distributions like Fedora and Ubuntu don't have anything turned on during installation anyway. So, there should not be any concern. My own systems (RHEL and Fedora) are constantly being probed and prodded to give up information but I have done many a live install and has never been an issue. Installing Windows, on the other hand, I can't comment.
