I can't give a definitive answer, and there is none. Theoretically, Starhub has the best infrastructure capacity - DOCSIS 3.0/100Mbps and all - to achieve the highest speeds. Singtel, using phone lines, are limited to the theoretically limit of ADSL2+ (25Mbps). Other factors need to be considered in real life, like time of day, number of concurrent users, which website, proxy caching, web acceleration, etc. All the mumbo jumbo about real-life speed limitations on Starhub's website to absolve themselves from blame, sad to say, are all technically correct. The devil lies in the details that they have omitted.

I'm on Starhub MaxOnline ExpressPlus 8Mbps with 'complimentary' 1Mbps mobile broadband (ZTE MF628). I did my speed comparison to the same server, at the same time. (Take that, Starhub! Shove your excuses!)
