In the review pane/ Tools > Track changes menu, change it to be "Show
Final" - the current setting is Show Final with Markup.

I notice that setting too, but it revert back to "Final showing
markup" after I saved and reopened it, even to another file with a
difference filename.

That is OK. It is basically one of Office 2003's review and change
tracking features. Once the version is finalized, someone should accept
all changes, turn of tracking and print it. Don't worry about it. If
you've viewed it as "Final" and it looks fine, it's OK!
As for printing, if you click on "Track Changes", there is a setting
there to "show changes in print" - if you unselect that, it'll be fine.
Either way, don't worry about it.
