Last time this happened to me it was because the 'x' bit was set on the file. Reading files from an incorrectly formed CD can have the same effect (Toast on Mac sets the execute bit also and I had this same problem).

Windows filesystems don't have an 'x' bit (although I think there are some CIFS unix extensions which might not be supported by samba), so generally there is a default mask set for files. If you can change it to 644 instead of 755, you may have more luck.
