AFAIK, the huawei usb modems are first detected as usb storage, before mode-switched to a modem. It's part of the firmware technology to provide/install drivers for plug and play purposes.

This mode-switching should be part of every recent distros by now. And it is definitely active using NetworkManager. Which distro, distro version, and desktop environment are you using?
