You need a software that will switch the device to modem mode.
like USB_ModeSwitch, http://www.draisberghof.de/usb_modeswitch.
after running that software, then can use software like kppp to
dial in to starhub.
I have a Huawei E1550 usb modem. it works.

Hi All,
I looking for a Linux Compatible mobile modem. Presently I have the
StarHub Huawei E1750 HSPA USB modem, which is getting detected as a
mass storage device and I am unable to change the mode to modem.
Kindly suggest the suitable modem.
Bye :)
Under Ubuntu 10.04 and most other recent distros, one need only unmount
the USB storage device from the desktop. The USB driver will then
recognize the device's alternate modes and activate the "broadband
network" option under Network Manager (assuming your distro uses that
tool). I'm not sure if it will work for your device, but this works just
fine for my Starhub-distributed ZTE MF626. So, give it a shot before
hand-configuring usb_modeswitch.
