Don't think you're missing anything.  I am getting the same behavior
on my install (Slurm 2.6.2, slurm-drmaa 1.0.7).  Job shows the name in
squeue's output, but doesn't have the environment variable set.  Just
checking my sanity, if I submit with sbatch -J <name> the environment
variable is set.

Must be another gap in slurm-drmaa.  I've been working with it pretty
heavily lately- I'll see if I can find anything.
