First pass at refactoring (and removing) mcontrol_util.h/cpp.
Over time, I'd like to have the SB classes absorb the functionality of the mcu.
I've placed comments in the mcontrol_util.h file describing where the
functionality will
eventually end up. This will require several passes on those files, as well as
any files that
use the functionality.
