In order for the repeater to transparently forward frames from its clients to the primary AP, the AP must support "address 4". You can't do transparent bridging of ethernet frames without "address 4".
It might perhaps be possible to make a repeater that doesn't require "address 4" support on the primary AP - but that would require the repeater to do MAC NAT similar to the airBridge in multimac mode.
