'Disable Client to Client Comms' makes it so that any client associated
to that AP can not talk directly to another client. If you are one of those
clients, you can't manage them. If you are on a diferent AP or comming in from
another subnet then you can manage those client. Just a guess... well, a little
better than a guess.
