Our NOC set up performance test between NetWare servers running IPX and NT servers running TCP/IP, and stress-tested the hell out of them.
NetWare won hands-down. Wasn't even close. Now, having said that, you have to consider the underlying OS. NetWare for file and print services beats anything on the planet. Windows is pretty-much technologically superior to nothing. Except that it is easy for clueless people (those who wouldn't know what to do if presented with something like C:> I'd put any amount of money up against NetWare for file and print vs anything (yes, even Mac and Linux), and NDS for a directory service up against anything (especially Active Directory) any day of the week.
