I've never really messed around with it. I've set that to what my laptop has (131400 with window scaling on) on several client computers and haven't had a problem. I really do not know what the setting does tho.

It's an MTU issue with the clients computer. Get drtcp from DSLReports (http://www.dslreports.com/front/drtcp.html) and try setting the MTU to 1000. I had one client that had the same problem. I wound up setting the MTU to 512 to get it to work. Also hard code the NIC to 10-T half.
