But it says it is coming from the radio not the client themselves it gives the private IP of the radio and the mac of the radio so its the radio doing the arp requests.

Recent Viruses cause alot of ARP storms.  You might want to look into that.

As another side note to this I got great results as far as ping tests to a few of my problem customers when I ditched the mac authentication and all users were associated again the pings went back to over 30-40 sometimes 200ms!
 
It almost seems like these APPO's cant handle more then 10-20 other radios associated to them as this last test kind of shows? or the throughput and traffic goes way up? I also did a Ethereal snoop and I notice TONS of ARP request also from the airbrdiges that I have deployed? is this normal and does this add to the congestion?

Okay I am trying to set up mac authentication in the APPO I have my list of mac addresses and I start to put them in I have 28 for my south APPO. I then go to associated client lists and it shows maybe 10 then slowly it shows 11 and it wont accept any more. I turn off Mac authentication now it brought back all but 3 ABO's associated to that APPO? What gives?
 
Cant you save all the macs to a list on my local PC then upload them to the APPO? and why is it only allowing 11 units to associate and now I have 3 not associated at all and they wont come back?
