I doubt that anyone will encounter a situation where Frag needs to be set so low. At worst it will drag the network to a crawl.
If I remember correctly -and I usually don't- I think the original intent behind the default setting for Frag has something to do with the packet sizes that pass through switches and routers.
BTW, I think I'm going to make my motto "EXPERIMENT!". I like the ring to it. And it takes care of needing to come up with a real answer to anything. Hmmm... That's what I'll tell my customers to do from now on when the network goes down. I'm sure this will work out fine!

Don't forget that if you step down the frag threshold below 1500, then
something has to buffer those packets as they are being chopped up. I
don't see any reason to lower the threshold below 1496 (which
