If you want DHCP requests to transit a layer 3 device, no matter what it is
called, DHCP or BOOTP relay will have to be enabled or a DHCP capable device
will have to be on each network. A layer 3 device is used to create an
internetwork or a network of networks. I am not sure these days how many if
any devices have relaying on by default. I would expect that it has to be
turned on in the layer 3 device.

But, if you were to do that, wouldn't that mess up DHCP if you
didn't
have a DHCP relay?
