Hi Carl,   If possible could you please try using bit higher gain antenna at the AP (assuming 14dbi at the AP) like 19dbi or 24 dbi OR either increase the height of the antenna (above the tree level) or rotate(polarization) the antenna to 30 degree towards the CPE and gradually bring up into higher degree. Please select the site survey option from the CPE and see if there is any other AP is running with nearby channels. The RSSI value may affects due to noise (SNR) and interference. This value can be improved by aligning the polarization or directivity of the antenna to reduce the noise level. Sometimes if there is high level of noise from the other transmitters (out of band) nearby the AP or CPE location may lower down the RSSI value of the CPE.
