It would be worth trace-routing pkgsrc.joyent.com and also attempting to test 
TCP connectivity. Something like

$ telnet pkgsrc.joyent.com 80

Which should yield something similar to:

Trying 165.225.149.45...
Connected to pkgsrc.joyent.com.
Escape character is '^]'.
^]
telnet>

As Ian mentioned, curl/wget are other things to check. It could be depending on 
your network configuration that ICMP gets out fine but other packet types don’t.
