I don't think it is. My understanding is cpu_shares is relative, not
absolute. So if you have one VM with cpu_shares=100, it will get 100%
of the available CPU shares on the system.

I assign 2 vcpus to the guest. I just one see one CPU inside guest.
How did you check?
