We probably ended up there because we couldn't import the pool, though the fact that we couldn't import the pool here seems a bit surprising. I would have thought that if ZFS noted the device was missing, it wouldn't have had the expectation for the missing device to have been replaced on the next import. But perhaps because we don't have a permanent retire store here we're missing that. When you remove the device does ZFS properly note that the device is missing?
