Yes, it's telling the system to use dhcp to get the IP address of the
time server
Here's the appropriate piece from a GZ I have, which is configured with
a fixed IP address:
ntp_hosts=0.smartos.pool.ntp.org
compute_node_ntp_hosts=172.16.1.50
where 172.16.1.50 is the fixed IP address I gave the GZ.
I didn't edit those lines myself - the installation procedure did that.
