That seems to have done the trick.
I removed the mac-addr property from the definition of the second nic. `dladm 
show-vnic` now shows net1 over igb1.

I added an entry for ens4 in /etc/network/interfaces and it came up when I 
rebooted the zone

# and how to activate them. For more information, see interfaces(5).

source /etc/network/interfaces.d/*

# The loopback network interface
auto lo
iface lo inet loopback

# The primary network interface
auto ens3 ens4
iface ens3 inet dhcp

iface ens4 inet static
        address 172.29.13.9/24
        gateway 172.29.13.1
