I think this is CR 6300751: "svccfg import should accept correct 
pre-existing dependents", although CR 6309299: "svccfg doesn't look 
down, trips on service properties" fails the same way.  There's no 
work-around for 6300751; I'll put a note about this in the next version 
of the FAQ.
