This is a bug.
5079356 Framework should provide administrative audit trail/history
6405683 svc.configd audit events need to be defined.
I don't mean to imply that this project's putback be delayed
until the bug is fixed. Just that this project is responsible
for generating an appropriate audit record as part of the
bug fix. Ordering is a management issue not an architectural one.
The archictural point is that an audit record is required for
this project.
