Hi Alan,

Right, we can eliminate the dependency on manifest-import for 
routing-setup service. Though it's a simple change, we're concerned with 
the additional test implications since we're on a tight schedule. I can 
file an RFE and make the change once we integrate EMI. Does that sound 
reasonable?
