You could do an: rrdtool dump <filename.rrd> > filename.xml and view the raw data (smokeping logging can also be enabled to get similar numbers). If you haven't worked with XML and RRDTool before, it can take a little while to get your bearings, but it should be obvious enough to tell if all the values are really close together (meaning you don't have much jitter). You could also experiment with SmokePinging "other stuff" on the Internet until you find something that shows some smoke.
