SMSLib may work with modems or bulk provider gateways.
SmsLib may use the gateways for outbound traffic only (sending SMS).
A modem may send about 6-8 messages per minute.  A gateway could offer a 
higher throughput.
For using the gateway you need Internet connectivity.  For using a modem 
you need a wireless phone signal in the computer room.
Sending a SMS via a modem is almost free (10 euro/month for unlimited 
number of SMS messages).  Bulk providers charge per message
