To be honest, I don't know, as regards UK, I know it is common in the 
US and Brazilian laws (the latter, I know a lot about). And also it is 
used in proofreading, to mark a paragraph in a text (although hardly 
anyone does proofreading by hand, except galley proofs).

I think it is also used in EU legislation.

I will investigate later.
