Not actually correct.
It does signify a range.
It refers to the two numbers rather than the interval between them.
The classic example is:-
          ?4  =  ± 2
This uses the sign correctly.

It is more obvious in the equation for solving quadratic equations:-

Where   ax2 + bx + c = 0        x =  [  - b  ± ?(  b2  -  4ac) ]  /  2a

This is quite obviously not a range, but the 2 values which satisfy the 
equation.


And the § symbol is known as the section sign.
And I am not sure, but think it is used to refer to a paragraph in the 
bible.

For instance:-

   Genesis Chapter 1 §3  And God said, Let there be light: and there was 
light.
