Just to thank those who came up with suggestions yesterday. It all came down to doing something I had never even thought about (because it was too obvious) and that was selecting each of my mailboxes in turn and then repairing them. Apple Mail started to download mythical mail (and it turned out that that number of emails downloaded was exactly the same as the number of emails I had ever sent). I then quit and restarted Mail and it has behaved properly ever since.
