Cheap international really depends on where you are calling, if you're  
not using skype or one of the other skype-like services.

There are many deals that make the US cheap. But even some European  
countries are much cheaper with one service than with another. And  
Cambodia and Laos are expensive, unless you find some service that  
specialises in them.
