Skype may be a very good fallback but nearly every UK telephone
billing service, those that do not require you to switch line rental
away from BT which might have implications for your broadband service,
will have some sort of package that might fit your needs.

As we had Sky TV it seemed a nobrainer to take Sky Talk Unlimited for
£5 per month (that is exclusive of BT line rental) for unlimited free
national calls and free calls to 20 international countries -
European, US, Australia, etc. Prior to that we used a different
billing service, HomeCall, which offered a similar, not quite the
same, package, but it got absorbed into Pipex and that was a step too
far - no what I mean?
