Hi Sam

The grey outline that you see when you turn on the Page Layout view is
actually the printers capability. i.e. where it can print up to rather
than the layout margins on the page. For the technically minded the
computer is getting this information from a PPD file which describes
what the printer can do.

If working with a word processing document the grey bits stay the same
and the Document Margin settings just change the edges of the Text
area inside the printable area as Tony has said. You won't see any
changes in Layout mode as there is nothing on the page to adjust the
margins of.

So to adjust the grey bit you need to do something different than
change Document margins, what you need to do is change the Print
margins.

Here's how...
Open the Document Inspector and click on Page Setup.
The printers page setup dialog appears
Ensure your printer is selected from the Format For: menu
>From the Paper Size: menu choose Manage Custom Sizes
Click the + button and enter the details of the paper size you are
using and the margins you want to use
Give this new paper setup a decent name
Click OK and make sure your new paper setup is selected in the Paper Size: menu
Click OK again and your document will be set up as you want.

When I've had to do something similar I tend to use Alignment Guides.
Just place the pointer over a ruler in Layout Mode and drag. A blue
alignment guide is created and you can drop it where you want.
