I remember this problem happened to me after I installed an
application called Speed Download.
I think after Sam removed it, the problem disappeared.

download location in Safari to a different folder then download the
program again. Also, look in Applications > Utilities > Console for
any messges from Safari when the error occurs then paste those
messages into another email.
