You can import from Outlook to Thunderbird but only on a PC. Thunderbird doesn't understand pst files at all, it just makes simple MAPI calls to the Outlook database via Outlook itself to retrieve the emails one by one.
If you need to import mails from a pst file, you'll need to open it in Outlook first, then import to Thunderbird, then move the storage folders to the same location on a Mac with Thunderbird installed, then import from Thunderbird to Mail.
