Another option presents itself from T-mobile presently: It is advertised as an iPhone 4 Micro SIM at a cost of £5, for a £10 top-up the internet comes free for 12 months (worth £40). The Fair Use Policy states that "you can browse and email as much as you want. There is a 500MB allowance for streaming videos and uploading and downloading files." http://www.t-mobile.co.uk/shop/iphone/micro-sim/ Apparently if you buy the SIM in-store you don't pay the £5. It is advertised as an iPhone SIM but I have confirmation that it works in an iPad.
