I have a non-s iPhone 3g, and had sort of nigglingly noticed how slow it was
on iOS 4.x When I use my old ipod touch (original 1st gen version) on iOS
3.1.3 it performs awesomely quick with basically all the same applications
and stuff running on each.

Downgrading to IOS 3 is the way to go if its possible

As for 3G speed I have noticed that on various hansets now if you are on
T-Mobile they hard limit your download speed to only 40Kbps even though most
devices are capable of far more than that, when I cancelled my personal
t-mobile contract years ago I asked about this and they said they had no
idea such a thing was happening and I should call tech support to see if
they can fix that. My new work phone is a HTC desire on T-Mobile, and yet
again it only goes at a max 40Kbps download speed...

My personal iPhone is PAYG originally on o2 and now on 3. I can't imagine
needing to go back onto a contract.
