If you are referring to the menu in an opened window for a folder, try a
Control click in the menu area at the top of the window to get the
options you are seeking.

Click on "View" in the Finder Menu.
Select "Customise Toolbar" from the options
At the bottom left of the window that opens there is a drop-down
list where you can choose between text or icon or icon & text.
Select the one you want & press "Done"
