On our 32GB iPad 2 the capacity shows as 28.6GB so I’m making an assumption that the base system needs the rest. By way of reference on our 16GB iPad original the capacity is shown as 13.8GB. Both are used for several hours daily and the 16GB iPad storage is close to being completely used. So I’d say go with at least 32GB. On WiFi only if you have personal tethering on your phone then really no need for 3/4G but that only works if you have both with you. Not sure if personal tethering has much impact on phone battery life.
