What you are describing is full screen mode in Safari. Your experience is as 
its intended to work, except for two fingers. For me it only works as you 
describe with one finger on track pad. 

To test this trying turning off full screen mode - the same keys toggle it on 
and off. Ctrl + Cmd + F.
