I’d say go to an Apple Store and have a play with both. You might find that the
iPad Mini with Retina's onscreen text is too small, or you might find the Air
still too heavy for extended usage.
Personally I love the iPad Mini's size but find typing on the smaller keyboard
difficult. My iPad 3 is easier to type on (still not much fun though) but my
poor little arm gets tired holding it after about 30 mins of reading.

I think on balance I might go for an iPad Mini with Retina, although am saving
for a house so might be able to afford an iPad 12 when they come out in 2032.
