this whole thing is a bit of a mystery to me too. Even erasing and restoring doesn't remove it. I've also discovered that often iOS doesn't apparently delete everything when you delete an app or a document -- often I see stuff left behind. Eg Minecraft has game files and a folder called 'players'. If you delete the game it leaves the 'players' folder which is a bit pointless. (You can see stuff with iExplorer).
If this stuff just builds up endlessly, you'll be reduced to clean installs etc or that will take up all the memory...
