Hmmm. I had quite a few Pages and Numbers documents in iCloud and upgraded all my devices to iCloud Drive and all is working just fine. Not much help to you but at least it can work!
Can you see them? What happens when you try to open them? Can you see and open them on iCloud.com? Are you using the latest versions of Pages and Numbers that are required for iCloud Drive?
