Well, I'm getting more confused....

I switched off the Devolo, and that essentially confirms the problem. The 
Macbook now connects to the router downstairs, albeit with a weak and slow 
signal. If I put the Devolo back on (with a unique name for ease of ID) the 
Macbook will also connect to that fine. The problem is iPads/iPhones connecting 
to the Devolo. At a previous house, all was fine, and moving the Devolo around 
this house makes no difference.

Essentially, any iOS device trying to connect through the Devolo is just 
repeatedly thrown off.

What am I doing wrong, Sam?
