You can set up a shared iCloud album, but you have to manually add images to it.
I'm not a fan of Photos but I can see what Apple is going in trying to
standardise the interfaces. It does detect duplicates for me though, perhaps
try rebuilding your library?

(My issue with Photos and the new iCloud photos set-up is that it wants to
reimport random photos every single time I plug my phone or iPad in. Some
photos had notched up about 16 appearances by the time I completely abandoned
it, after running anti-duplicate software once a week just to stop the library
doubling in size every few days. Very frustrating, especially since I paid for
extra storage for all my photos...They're now in Dropbox in folders, only took
three days to move them and de-duplicate one last time.)
Is it just me finding this? there's also the fact that every time I tell Photos
not to open for a particular device, it notes my unchecking the box, then
ignores it and launches Photos every time I plug in said device. I still
occasionally uncheck the box, just as a kind of protest. It still doesn't have
any effect, Photos just launches regardless.)
Worst transition ever in 25 years of using Apple products, if you can call it a
transition.
