I think I'm correct that when Apple introduced Touch ID they made it clear that you cannot replace the Home Button unless you also replace the secure fingerprint enclave. This is to ensure security of access isn't compromised. Third party repairers do not have access to replacement enclaves so only Apple can do Home Button repairs for Touch ID phones.
Makes sound sense to me if you pause to think about it and I'd certainly not trust an unknown repairer to touch my iPhone 6S.
