I had this recently: my 7 gb-RAM mac pro got very slow despite its SSD. Turns out that even on an SSD that wasn't enough RAM. However crucial said they no longer make RAM for machines that old (we did in the end whack some in that looked semi-compatible and it just runs more slowly). So I'd put an SSD in first but don't rule out RAM. Plus, if you're taking it to bits, I don't think that's very simple so you might add RAM while you've got it open.
