As Tony said, it looks extremely likely that the swipe gestures are intended to be compatible with a Face ID powered and Home buttonless iPad Pro coming soon. Further support for this, in my eyes, is that they haven’t changed the swipes on iOS 12 for my iPod touch.
You can now flip between two apps by describing a half circle at the bottom of the screen which is very handy. I’ve got used to the swipe for the control centre and a halfway swipe for current apps and prefer it to the previous methods. What I’m at a total loss to understand is the swapping of the Numbers and Emoji/Keyboard key. It’s now the opposite way round from my iPod touch!
